Its like the coil or icm is working intermittently. Does that make sense and how do I test both of them?

I believe the ICM is more likely than the coil pack. The coil pack is actually three coils and it'* highly unlikely they will all be having the same problem at the same time. I will go so far as to say impossible. I would put a scope on the crank sensor signal and watch it for low output and dropouts. The most common problem with the crank sensors are they fail when the engine gets hot and will work again after it cools down and fail after the engine gets hot again.
With a scope you will see a bad sensor even if you scope it while cold.

I ran this exact test last night b/c I don't have a scope. This is my exact engine seen in the link.

Test 1 - The ICM had power
Test 2 - The ground circuit was good
Test 3 - The crank sensor is getting power
Test 4 - I did see a crank 18X signal as described in the link above using a test light
Test 5 - I don't know how to interpret this test b/c the doc says if the light blinks on and off the ICM is bad and if the light does not blink on and off the crank sensor is bad. In my case the light came on and stayed on and the car started. ( The care doesn't always start though it happened to when I was running the test). I went out a few minutes ago and it cranked but would not start. Sometimes I'm not getting spark while other times I am it seems. Does this confirm I need a new ICM? I just don't want to buy it if I don't need it. Sometimes it will start right up. I ran it last night for 30 minutes w/ no issues at all. No sputtering it ran well but then when I went out this AM it cranked but wouldn't start.

I would recommend a load test of the circuits rater than resistance tests. Load tests will find bad circuits that resistance tests will not.

Default Fixed.

Thanks everyone. I cleaned the connector with a baking soda solution and a tooth brush and put a new duralast ICM in it after i tried a faulty AC Delco and its been working perfectly for 2 days now.
