CAM SENSOR POSITION
Ok, the black wire from PCM terminal (7) to ICM terminal (F)

On the short to ground test there was no activity on the meter on either ends .

Yes, step 26..while cranking the engine without turning it over the meter read 0volts to 2 and some volts .. I know it did not reach 3 volts..now on step 4...it read with in range. 0 volts to 5 volts.
Step 30, says replace faulty or missing magnet..What i'm trying figure out why would it say "faulty" magnet. Everyone I ask mechanic ,also the local auto part store workers say they never heard of a magnet going bad .

Step 4 & 26 are very similar. They both check the voltage between the CPS circuit at the PCM harness to ground. So in step 4 you're getting 5 volts while the sensor & magnet are not lined up but when you bump the starter in step 26 you're only getting 2 volts. Is it 2 volts while the engine is cranking & then goes to 5 when you stop cranking?
step 26 is hard to tell but,when cranking it'* when I see the meter jump between 0 and 2 volts.. some cranks are less than 2 volt..I have not seen it go to 5 volts.. maybe when I stop cranking the magnet lands near the sensor...step 26 was done with the pcm harness connected.. unlike step 4 with the pcm harness disconnected. is it being done correct, should I try this test again?

If you want to replace your ICM/crank/cam harness I have one or two laying around.

I would repeat step 26. If the PCM harness was connected then where was the meter connected? It also seems to me that if the magnet was weak then the voltage wouldn't drop to zero.

I was thinking of replacing that harness to see if that is the problem.. I already replaced the cam sensor connection plug pigtail..no luck.
