What's different here???
65w*2+55*2 = 240 watts /12 (as a minimum voltage) = 20 amps.
55*2+35*2 (stock fog wattage) = 15 amps
55*2+55*2=18.333 amps (so if you have aftermarket fogs and the low beams on.
55*2+55*2+65*2= 29.1667 amps (if you decided to have them all on with aftermarket fogs)
55*2+65*2+35*2= 25.833 amps (all stock bulbs and fogs)
as you can see, it really doesn'y make a huge difference. And I know one of you are going to say "well the car is 14 volts" no crap, but the higher the voltage the lower the amp draw. so these numbers are on the high side.
Technically if you change the lighting to anything that isn't 100% oem its illegal. but no one checks. and it'* beside the point of the thread.

And, yes, they are legal. Case in point: My jeep. I have 9006/9005 bulbs (of the XS variety) and my low beams stay on with my high beams. So, if it'* legal for mine, it would stand to reason that any 9005/9006 setup would be legal.

manly because there are alot of cars that have that setup from the factory...
Acutally, the DOT specs have changed to allow aftermarket parts, as long as they still comply with current DOT specs. Which means, that doing a proper HID retrofit on to a 1946 Pontiac Silver Streak IS legal, as long as the parts meet DOT specs.
And, allowing 4 headlights on for high beams is within DOT specs, so yes, it is legal.
