OBD 2 Port not working

I tried to have my 2003 Bonneville SLE inspected yesterday and it failed because the OBDII connector is not communicating with the test equipment. Does anyone have any ideas as to what would cause this? Also, I have been having some electrical interference on my radio the past couple of weeks as well. Could this be related?

Basically, you check connectors 4 and 5 for a good ground.....you will check 16 for battery power.....take a test light, attach to 16 and the other end to 4...should light....then 16 to 5....should light....
Then take a voltmeter, attach one end to 4 or 5 and the other to 2.....turn key to on, don't have to start vehicle....should get a variable voltage reading, it should not be zero, battery voltage, or a steady voltage....it should change....
