Ambiant light sensor and instrument panel lights

At night my instrument panel lights as well as my radio and climate control do not light up on my 1998 Pontiac Bonneville Ssei with 126000 miles. However, my compass and driver information center are dimly lit. If I turn the twilight delay switch all the way on, the whole instrument panel lights up. In the daytime the radio and climate control lights are on. What would cause the instrument panel lights not to work at night? Can this be caused by the ambiant light sensor? If so, where is it and how do I replace?
