well usually you just have it reflashed if your mods require it. what kind of mods are you talking about? if you don't have any and don't plan on spending a whole heck of alot of money right away, PCM reflashing probably is not needed right now. But before I judge too quickly, what are those mods?

It makes more sence to get a pcm after you do mods. A pcm will unlock a little more power from intake and exhaust mods that you can't achieve on a stock tune.

I would skip the HV3 untill you do rockers or a cam. You will get much more power out of it that way.

Rocker OR Cam, unless the rockers you're doing with a cam are the stock ratio (1.60) rollers.

The cam will increase valve lift as it is, and adding higher ratio rockers on top would be WAY too much. A cam will give you a broader power band but rockers are much easier to install.
