Top swap time?
So I had some massive idle issues on cold start today, I was told it could be a telltale of a LIM gasket about to **** the bed. So it got me thinking: I have the small port 3100 and have always wanted to top swap to the large port or the 3400 top end. This may be as good a time as any since I'll have the top of the motor torn apart. Question is: what all do I need to do this, or at the least an intake swap? I know I'll need the UIM and LIM, heads? a different EGR? TB, and the associated gaskets. Am I missing anything? Also, can I run this on a stock sp3100 PCM? I don't know if I can tune on account of having to take a biannual plug-in test for emissions...

Not sure about the heads, but your PCM will be a issue. The air flow will be changed big time, and this needs to be taken care of. DHP is the only software I know of that can tune a 96. You could try asking Rich, boostedponty, he lives down in Germantown, he may be able to help you with the topswap. But I know of no one with DHP in this area. I use HPT and that'* 97+

For tuning, you can swap in a 97 lumina PCM to use HPT. You will loose your second gear start functionality though (I didn't mind). I know Bxx can tune it for you.
Read this to answer a lot of your questions:

You do not have to grind your LIM to make room for the rockers. I recommend using the stock 3100 injectors unless you really want to rewire each one. (thats what I did)
You'll need to buy this EGR adapter to pass emissions:

In all honesty, I ran the entire large port setup including heads on a stock small port 3100 tune and had no issues.

In Kenosha County (or at least the city) all obdII cars have to take a plugin test every other year. I heard something on the news about a month ago about maybe not having testing but I didn't see the segment. From what I've heard though it got shot down pretty quick.

Oh, we don't get ours at the station. They have to send the information in, and then the stickers get MAILED to you.
And this BS that my regi is up halfway through the month is so annoying. They don't send you the sticker 'til the last minute, so for 2 and a half weeks I get pulled over almost daily for 'expired' tags that aren't expired!
