300hp, naturally aspirated, nitrous-free is more than definately doable on a Civic. 10.94 with that kinda power seems fishy, however.

He starts saying about how his friend bought a new skyline for 44K CDN, and I said it would be way beyond 60K+ after duty, and shipping, he disagreed. I called BS, and by this time, one of my friends is telling ME to be quiet because this other guy is car master.
MotoRex imports and legalizes the now discontinued R34 Skyline (the only brand new Skyline you can get now, in Japanese showrooms, are what we know as the Ininiti G35 sedan and coupe!), for a cost of OVER $100,000 USD, for the GT-R model, RB26DETT; 2.6L I6 twin turbo.

And, from noticing the Ontaio license plate in your sig: Cars must be 14 years old from the date of production before they can legally be imported from Japan to Canada, and other countries I'm sure. R32 (early 90'*) Skylines are becoming eligible for import this summer, so I don't know how he can get a brand new one here easily and legally. Importing Japanese cars is MUCH harder in the USA, regardless of age.

http://www.importconcern.ca

That bloke who runs Import Concern, whom I know from the Toyota Cressida forums (where I'm a Super Moderator), knows what he'* doing. On that site, you'll find some legal information on importing cars from Japan.

The Japanese car aspect is fishy, but inconclusive. I suggest that you don't call BS and leave it at that. Prove the BS, get him to PROVE it all. If he does, okay, he knows what he'* doing. If he can't prove it, well, Bour!

I have a few fiends pushing around 300hp naturally on B18s. But the 10 second aspect does seem way out of range on those hp numbers. For example my friend down in farmington has a 92 civic, b18c swap with beefed crank, rods, pistons. aftermarket head, aem computer, t3 turbo etc (around $8k in work) gutted and lightened to around 1400lbs. He is running high 300s and at the track with his fastest run he ran low 11s with 16psi of boost.

If he is boosted he is not N/A and therefore is a bad example.

That doesn't mean that NA Civics can't break 300hp. Many do, and many can.
