Default Laptop with diagnostic\scantool..etc..help please!

Hello everyone I am looking for some type of diagnostic or scan tool that can be used to diagnose just about all vehicles...I want something kinda like a dealership would have somethign that tells me what the problem is or help me with steps to diagnose a problem and giving me possible solutions to try to correct it.

now, I am wondering if this could be done with a laptop or if it is cheaper/easier to purchase some type of diagnostic tool that can do this.

All this is for my brother who will be graduating from nashvilles auto-diesel college in a couple of months..he wants something that will help him troubleshoot all vehicles.. thanks for any help or direction in advance

Check Techinfo for the scantool owner registry

That'll give you an idea of who'* running what. I believe there are a couple laptops in that list.
