Same in the maritimes in canada, what ever happens infront of you, your are suppose to have full ability to safely operate your vehicle. So if the person infront break checks and you dont have room to stop, you were either following to close or not paying attention.

It not illegal to stop on public roads in canada. Driving to slow or parked, well thats different
