Hey a little advice for the ride: Get the front shocks for a 1995 Chevy 3500 van. Really, this works.
Backstory: My 1995 Roadmaster was very soft and bouncy, even with good shocks. Then I asked myself what the difference is between my Roadmaster and a Caprice 9C1 Police Interceptor. It turns out that yes stiffer springs, a rear sway bar (got one from a 1993 Roadmaster), and heavy front shocks that also happen to be the normal shocks for a 1995 Chevy Express 3500 van. Rear shocks are the same between a 9C1 and my Roadmaster.
Anyways, take this a step further: the factory shocks for my Roadmaster are the same as the factory shocks for B-bodies back to the early 1970s, including 1971+ Buick B-bodies. Your Electra has a lot of weight up front, some heavier shocks will make a difference.
One word of warning: I put these 9C1/Express 3500 shocks on my Roadmaster then drove 45 miles to work the next day. Man were they stiff, made the dash rattle and everything. I started to get that sinking feeling. About the time I got home from work the next day (so 180ish miles later), they had broken in a bit and were great after that.
More progress has been made. Here is a couple of photos. On wednesday its time to pour in oil and prime the engine. Then cooling system and electricals. High hopes for noise from the exhaust..

If it was me, I would have put the oil in first, rolled the engine over with the starter while watching both heads with the valve covers off. But that'* just me.

Thats the plan. I already spun the oil pump shaft with a cordless drill and got oilpressure.
