20 psi isn't enough fuel pressure to get through the injectors. You need at least 30 to get it started.

Do you know if the fuel pump has ever been changed? If not, I'm sure its a candidate for it.

Would it start and say running if I use starter fluid to test to see if it’* because of not getting enough fuel pressure to start up my car?

Never use starter fluid with a plastic upper intake manifold. One hick up or backfire will equal a blown intake manifold.
Even a leaky FPR can cause an exploding intake.
Best to get as already mentioned, a new fuel filter / fuel pump installed !
