Default 1997 Buick Regal GS No Start, need help

Guys i need your help
Few month back i bought two Buick Regal GS'*, one for parts one for use. I restored body of one i bought for use, replaced every brake line, fuel line, etc and restored things i decided to keep on. I also decided to do a swap because the parts car had much less millage on it. I used its Engine Transmission its wiring and ECU. Today was the day that i plugged last wire/hose and wanted to start it, BUT it wont even turn over. The pictures below are just to show what i did, but the video is one id like you to look at in hope that u will be able to help me out w/it. Video is taken by Iphone4 but its been kinda messing up on me so the sound comes ahead of the actual image so please look through it to see all the way.
When keys are ON, some sort of click is heard and hushing sound (fuel pressure build up?), regardless - nothing else is happening when actually trying to start it. When keys ON and left on my Security light does not go away after blinking, (should it GO AWAY?, Does urs Goes Away?) i ask this to see if maybe thats the problem. I Dont understand, how could it all go bad on me, i have not touched this system at all. I have done some research to find out that my car uses a PK3 secutity system or whatever its called, in which instead of a resistor in a key, key have a chip in its black plastic head.
From watching a video, do you guys thing that its indeed what causing no start or is there anything else i have not looked at?
I have taken out the starter and tested it along w/battery, they are good. i also rechecked starter wiring.

I am uploading a video right now, ill post it in a few. Its just a video of a speedometer blinking security light and then instead of it going off like i heard it should, it stays on.

UPDATE:
I solved a problem after many hours of brainstorming/reading about the GM securities. Turns out an ECU that came w/1999 Engine is programmed to a PassKode3 module thats in 1999 computer, so what i did is switched back to my ECU from 1997 engine. problem solved, yet lives me w/conclusion that how stupid this stuff is! lol
