Default Surging on Deceleration

Ok I have not posted this until now because it really dosen't bother me, but I am not sure what this would be. On my 93 when coming to a stop (using the brakes not manually downshifting ) and it is downshifting it will surge between 1k and 1500. Just a couple of bounces until it downshifts to the next gear, and so on. It is something that really wouldn't be noticed unless you have exhaust or are watching the tach. I am not even sure it does this everytime as I don't constantly pay attention to it. It is just something that maybe is a problem and I don't even know it. Let me know what you think. Thanks. Oh and if this helps it will not do it manually downshifting or decelerating in a low gear.

I think it'* just a behavior of the torque convertor. I could be wrong.
