Default Steering rack play

Still on my quest to find the vibration in my '95 88. I am backtracking now to recently (some less than a year) replaced suspension parts. Both front bearings are still tight as are ball joints and outer tie rods. Struts and mounts snug and tight. Now, I noticed during the lateral tie rod test (both front wheels off the ground) I have about 2 -3 inches of play in the wheels. This does not seem to be a tie rod issue but in the steering rack itself, Play is equal on both sides. I did not to think to check at the time for play with the engine running and the PS system pressurized. My much smaller Cavalier has virtually no play in it when performing the same test. So, should there be this much play with the engine off (no PS pressure)? Defective steering rack? Power Steering pump worn out (no noise from it and the car steers smooth lock to lock)? Remember, I swapped the OEM wheels and tires on it and the problem persists so I have ruled out wheels or tires. Balance is spot on as is alignment. Control arm bushing very tight also. The only thing left that rotates is the driveshafts.
