Also remove the sensor , and visually check through the hole that the cam magnet is intact....

Alright, I used my toner from the ICM harness back to the PCM to ID the wire as the one mentioned in the above diagram doesn't seem right. There is a black wire in pin 5 C1 (the blue connector), but it does not read. After toning out the wire it shows up on the red connector on pin 9. After toning it out I connected my dmm to it and it registers 4.89V. I rotated the crank manually and as the cam magnet passed by I watched it drop to 0v. I rotated past the magnet and voltage returned to 4.89v. To verify it all I checked the wire harness at different points from the ICM back and they all register 4.91v all the way through. I have to dig up an ignition wiring diagram for this 95 and be sure but it seems like I have the right wire, especially since I toned it out.

I ordered a replacement PCM last night that matched mine. I really don't see what else it could be at this point. As far as I've read all I should have to do is remove the blue PROM chip from my old one and install it in the replacement.

An update- I got the replacement ECU installed and it fired right up w/ no CEL. Let it idle for a bit and still no CEL. Was reading live data and all seems well so far. Took it for a small test drive and it seems to run just fine now. Maybe a bit better than before.

I'll drive it to work tomorrow and give it a good run. So far, so good. Thanks to all for the information and help. Hopefully this will be the permanent fix. If not, at least I have my nice new scanner to help me out, lol...
