The headlights in my '99 SLE come on when the car is shifted out of Park regardless of the time of day or ambient light.

It probably DOES work, its just that when you're in drive your DRL'* are on so it looks like your headlights are on. (Well they are, just in a different mode) thats the way it works on my moms 00 parkavenue anywho...

What'* actually on at night in drive, nothing turned on?

Just the headlights themselves = DRL

Headlights, taillights = Normal Headlights.
