ECL problems (i think)
BOTH lights on indicates a problem in the system.
If the system works properly, only the light selected will light.
The change in ride firmness is VERY subtle on older CCR struts. They may work in the right modes, but be old and worn enough that you won't notice it.
My 95 has CCR, it works, but the firmness change is very hard to detect.
ELC is totally automatic, and you have no selectable control over it.

But what if neither light works? I've checked all fuses and all seem to be good.
