Where on the car can I look for these #'* and how can I differentiate as to which is the problem?

sorry to take so long on the reply, but i changed the governor back to the original. The one I put in had more and smaller teeth on the top gear and red springs if that tells you anything. The speedometer is working correctly now. I need to play around with the tv cable to get it shifting in the right places again. Before I switched the governors I had put some extra slack in the tv cable to get the speedometer right.
