Headlights don't come on when shifted into drive.

My car has that little green sitcker in the door that says it was made for canada or whatever. So does that mean I am supposed to have daytime running lights, because they have never worked if they were supposed to. The lights only come on when I am not in park and it is dark out, it doesnt matter is the TS is on or off, they come on no matter what.
I took the dash grate off with the light senson and put my car in drive and played with it. I held my thumb over the sensor for a minute or two and the lights never came on.
So I take it my first choice would be is to replace it?
I took it out and blew it off and put it back in and nothing happened. If it is this little piece, how much am I looking at paying for a new one? Can I get them from any vehicle that have the sensor or just the same year as mine?
I really hate having to switch the lights on manually.

If your car really is a Canadian-issue car, one tell-tale sign is B-pillar mounted front belts instead of door-mounted ones. This should ring true for any year 87-91.
