There is a fuse & relay center in the dash above the passenger footwell.

yeah i found that but there are only 3 fuses in there and no relays and the fuses are good.
any others places to look?

Here'* where it is on my 89 SE. Arrows point to where I believe the fuel pump relay & fuse are. I was able to get access by flipping down the glove box. Just bend the rubber bumpers forward & the box will pivot forward & out of the way.

There is a fuel pump test lead under the hood near the batt.

yeah i found that fuse and relay box but there are no relays on them the only thing there are the 15,20 and 10 fuses and they all check out,

and for the fuel pump test lead what color should the wire be i know there is a grey wire right between the battery and the horn would that be it?

I've got a Chiltons shop manual that covers these cars from 88-93. The 88 & 89 are both showing the fuel pump relay in the position I marked with the red arrow. The horn relay is right above the fuel pump relay. Does your horn work?

yes the horn work but the horn relay is not it there either

Then there must be some major differences between the 88 & 89. What model do you have? BTW - you should add that info to your sig. Ex.- 1988 Bonneville LE - 100,000 miles

The test lead is grey and right next to the horn wire.
