Kyle - here'* how you can check for power at the ICM.
Remove the connector at the ICM & check for power at the P terminal of the wiring harness. It should be a pink/black wire at one end of the connector. Key needs to be in run position..

but i think i have founf the problem the ignition module is getting power the the top block on the ignition module gets really how while the other 2 stay cool and this is just with the key on.

The 8th digit of the vin is the engine code.
The ICM is what the coils are mounted to. Sounds like you think there is something wrong with the coil pack. Is the coil pack 1 piece or 3? Either way you should check the resistance of the coils. You'll have to remove the coils & check both the primary & secondary side of each one.

ok the engine is a c
the coil pack is a 1 piece and i get the same reading from all 3 on top but when i check the secondary i only get a reading from the top one nothing from the middle or bottom one.

The secondary side is where the plug wires go. It that the side thats giving you trouble?
Either way It sure sounds like it'* time for a new coil pack. The all in 1coil pack is the Magnavox system. If you need the car fixed asap then you can just go get one at the local auto parts store. Off brands are probably about $50.00 while the AcDelco brand is about $100. A lot of members here like to swap the ICM & coils packs from a salvage yard. The new system has the 3 separate coils on top of a different ICM. BillBoost usually has a spare set that has been tested. If you think you want to go that route send him a PM & see what it'll cost you.

I just hooked up my volt meter to the gray lead by the battery. It showed no voltage with the key in the on position but did have voltage after starting the car. I'm going to look online at the wiring diagram. PM me with your email address if you want a copy to look at. I'm wondering if you can put 12 volts to the test lead & send power to the fuel pump.
