When changing the fuel pressure regulator should fuel spray out when removing the clip or just drip out

All depends if there is pressure in the line....you should ALWAYS remove pressure from the system BEFORE removing a regulator....

I'm guessing I should pull the fuel Pump fuse then start it to relieve pressure?

That'* one way. You can also use the Schroeder valve on the fuel rail.

This is what I do, but while you're here, I bet you have a fuel pressure gauge. Fuel pressure gauges almost always have a drain valve and tube to relieve pressure. Run the drain tube somewhere safe, hook the gauge to the test port, use the pressure release valve to let the pressure out.

Bonus, now you have the gauge hooked up to see what changes after you swap pressure regulators.
