I'm not 100% on the whole new driver thing just yet, Jessica turns 16 in May though, but the way it works is you have to display an "L" while you have your learners license then an "N" for 2 years after you get your drivers license. The N is for new driver and there are restrictions for the first 2 years, any alcohol infractions and you loose the license, only aloud so many passengers, may include daytime only not sure.
It might not be making it anywhere.

L - must have a passenger over 25 years old with a valid license. Not more than one person who is not in the immediate family. No driving after midnight.
N - only allowed one passenger. No violations allowed. Zero alcohol limit. If a violation then the two year clock starts over.

wow.. definitely not envying that system. I got pulled over at 1am a week after i got my license with 4 people in the car... not sure if there'* a law against it here, but curfew and passenger laws aren't enforced.
