Outside air temp sensor not reading correctly

Greetings from the outside looking in,
The outside air temp sensor that is attached to the front of the radiator is not reading correctly.
It reads about 20 degrees warmer than it is outside. As I drive, the reading falls to maybe 10 degrees within the actual temperature outside.
It'* a Cadillac, but it must function the same as any Bonneville sensor correct? They look very much alike.
Can I assume the sensor is bad?
What else is there to fail?

I have this problem every once in a while. usually during the summer months though.
but mine is the opposite. it starts out reading cooler then slowly gets up to temp.
usually after driving a few miles.
kind of funny watching it climb 1 degree at a time though.
