1999 buick LeSabre limited, when i reach 60 mph i get a vibration in the steering wheel, as I increase speed, the vibrations get worse, I will start the process of elimantion with the tires and rims, if that checks out ok what other possibilitties are there?

I think you are on the right track....60 is like a magic number for vibration, and it usually is a tire balance problem...if the vibration can be determined to be in the front or back, rotate the tires front to rear...if the vibration moves, you know it is the tires...

I took the car to a shop here in town and they said I had 2 tires that where bad, bought 4 new tires(uniroyal tiger paws) and that helped out quite a bit, the shop said I had one front strut that is leaking

since I have one bad strut on the front, would it be a good idea to put new struts on the front and get a 4 wheel alignment?

I find myself in the "fix it once, fix it for good" camp myself. If you need struts, you may as well check other suspension components to see what shape they are in. It'* likely bushings, ball joints, and tie rod ends are coming up due for service as well. Also rear suspension components should be checked as well, because there is just as many things that wear back there as well.

Currently my '93 Park Avenue is due for just about everything suspension related at 196k miles.

I agree....whenever you get new tires, you should get an alignment, otherwise, those new tires will not last.....a good alignment shop will check all suspension components, and should refuse to do an alignment, if a component needs to be replaced....

check engine light came on my 1999 buick lesabre, I went to the local o'reilly'* auto store to use the code reader, reader said i had P0304 code #4 cylinder misfire, also a code came up on the evap canister, is it possible that the ECM has gone bad, if so are there other computers that run the system, also is the ECM a computer?

I wouldn't immediately fault a PCM (Powertrain Control Module) for a P0304. It'* more likely a spark plug, spark plug wire, or injector to blame. The PCM is a computer essentially, yes.

If you are unsure when the last time the spark plugs/wires were changed, it may be good to plan on doing that. A misfire can shake the car at cruising speed as well, especially at highway speeds, mainly because the TCC locks up, giving you a direct mechanical linkage from the engine to the ground.

I recently put new plugs and wires on the vehicle, I have not had any trouble with the check enginelight, but it does look suspecious that i had the car in the shop and had new tires installed and the light came on a few days after, Am I paranoid ? it i hard to find a trust worthy shop
