I would double check the # on the back of the fob with a GM Parts Dept.

Since you have access to a Tech II, clear the code......also check that there is an available slot for the fob......in some cars, you can only program so many fobs and keys....if all the slots are full, you have to clear them out with the Tech II, and then program the fob....

It was the AFR/MOD fuse slot there was no fuse there.
