This is important for us to know. Working, tires/alignment, not working. Looks like somebody broke something to me. Did they do a free brake inspection? . . . maybe break something it the process?

I have not gotten to check, but I am pretty sure they are not seized, or locked up, but something is broken, could be in the parking brake cable, I won't be able to find out till I get a day off..

They did a free alignment inspection, and an alignment..
In the video II posted a link to you can hear a lot of noise,. sounds like it may be loose where it gooks to the caliper spring part..

Finally popped a tire off, the rotors turn, the emergency brake is not stuck on, but could it be stuck/frozen off?
I replaced them years back for being frozen, I should have got the power stop powder coated ones to match my rotors and pads..
I tried to move the lever the spring from the break is on and it would not budge at all...

Yes it could very well be frozen off William. With the Pk Ave (foot brake cable) I use to be able to drip some WD-40 onto it, to keep it free.
Often folks don't use their parking brake cable for extended periods,& they corrode into place.
Is your outer brake cable covered by a rubber sleeve? Or is the metal cable exposed any or all the way?
Do you know how many section the brake cable is?

All of it that I can see is covered,,,
The parking break lever does look a lil rusty, i put some pblaster on it...
Not sure how many sections the cable is, it all looks intact, and the pedal has a tiny bit of feel to it, so I think the cable is ok, I could be wrong though...

Spray it down good a few times & if that does not work, I definitely know how to fix it !

pretty sure it just needs adjustment. maybe . usually the parking brake is run like a Y configuration , a single line goes back from the lever, the adjuster is on this. and then it goes back to the rear of the car and splits into two cables, one for each back wheel. the loose cable in your video doesn't show us much. that is the outer part, the inner cable slides in it. Make sure the outer part of the cable assembly is anchored down, usually someplace in the rear. that holds it from moving while the inner cable slides when you apply it. also from my experience you can't move the actual adjusters on the caliper by hand, they are very tight. finally, fully apply the parking brake and then check the cable all the way back. it should be tight. hope this helps, keep us informed.
