Default "96 Sunfire no start condition.

Hello to the forum,
I'm looking for the PCM specifications for a '96 Sunfire 2.4. Mostly what the engine load should be KOEO. The one in question is showing a 99% engine load. I'm wondering if this may have some thing to do with the engine not starting.
I've check another '96 GM model ('96 Olds 3. and found that the engine load was 0 with KOEO. Most of the readings were about the same on the Sunfire as the Olds with the exception being the load reading.

Also the timing is at 5.5,where the other GM model) was at 0.

There are no DTC'* being displayed at this point. The codes stored from the last time the engine ran showed it had issues with the CKP CMP TPS and the VSS.
These sensors have since been replaced.
MAP sensor is questionable with a reading of 4.9v.

I'm at a loss with this. I have limited tools,and no place to work on this car.(condo dweller)

Fuel pressure is 60 psi on the rail.

Engine will try to fire some of the time if starting fluid is used. I assume from this that spark is present.
Factory service manuals are on the way,but will not arrive for 2 weeks,at least.
