so whats the number 1 reason why people hack up the cooling fan harness and add in a toggle? i got a different harness and hooked it up and nothing.currently i cant get the car above 196 degress anyways and the ac has been deleted so theres no real way to test it.especially when its only like 10 degrees here in indiana.

I am not sure what you are trying to ask or accomplish.
I suppose if you trying to add a manual switch somehow, or the car came that way, this would allow control to turn on the fans.
If the vehicle has a two speed fan relay, often it will not go high speed until 225F? is reached.
As far as wiring correctly and a manual switch is concerned, that can become a bit complicated.
I would want to consult the FSM wiring diagrams/ electrician/gear head member, and make sure I'm not going to cause damage to the electrical system, by trying to feed or cut power in the wrong place.

sorry let me rephrase all of that.i bought a car that was botched up from the last person.they installed a toggle for the cooling fans.i got a factory harness from the junkyard bc i wanted to get rid of the toggle switch so it would function as it should from factory.i was just wondering what is the issue that typically causes people to install the toggle switch?

It could be that they are ignorant and think the car is over heating because they are believing a $5 dash gauge. Or something is broken and they don't want/can't spend money to fix it, so they botch it even more with shade tree mechanic stuff.

Quite frankly, you are just going to have to hook it back up right and discover what the issue is yourself, but there could be a number of causes.

Things like:
Because racekar
Bad ECT causing fans to run all the time or not at all
Bad relay
Dying fan motor that keeps popping fuses
