Default What is this Ford Contour piece? Quick help please

My brother in law just sent me these pics with this description. Sounds like it goes around the strut spring in the front, and has two per spring. Is it important and what does it do?

John, here are the pictures, It came off the front passenger side tire, and wraps around the spring that comes down out of the car. This piece came off the inside. There is another piece on the outside that looks the same and they bolt together around the spring.
