But if using XP you have to "turn on" the quick launch bar first. They turn it off to "make it look better"

For that, right click on the taskbar then choose properties. Then look for the checkmark that says ( show quick launch), then put a check mark in there.

You can enalbe the various toolbars in IE under View -> toolbars. The same with Windows toolbars after right clicking the start bar. Be sure to "unlock" the startbar.

To get Quick Launch activated:
> right click your bar at the bottom
> ToolBars
> Quick Launch

If ya mean the selection of buttons at the top:
>right click on top of IE
>customize
