when you said webpage, you meant PAGE... arent u just having a title page with the links showing up under?

i would change the black to that COGNIGEN blue...

The top frame is a little large in my opinion. Hopefully the links in the bottom frame are representative as they do not fit the theme you have forthe rest of it. Otherwise, it looks good.
