Default Need help, no headlights on buddys 99 sable

Buddy of mine has a '99 sable ls

Was having trouble with the headlights switching back and forth between highbeams and lowbeams on their own, and the headlights dropping out. Then his alternator went out, blowing a fuse "on the side of the engine" is what the mechanic said, i suspect the mega fuse went. got it fixed, and there was no problem with the headlights until after he had the heater core replaced. he went to turn on the lights, but headlights didnt work. mechanic came out, just touched the steering column, and the lights came on. Then one day he went to turn the lights on, no more headlights, but park lights came on. then shut lights off, but park lights did not shut off. he disconnected the battery, and didnt drive the car for 2 days. hooked battery back up, lights didnt come back on. Still no headlights though. got a haynes manual, and tested light switch and highbeam/lowbeam switch. Headlight switch passed across the board, except the instrument dimmer wasnt variable like it should have been, but whatever. Highbeam lowbeam switch though failed highbeams, flash to pass, and lowbeams were kinda there, kinda not. replaced the switch, still no head lights. fuses are good, we rotated all of the relays in the power distrabution block hoping one of those was bad, but no change. there is a box next to the battery full of relays, but i wont touch that unless i know what it is. what do you guys think? he needs headlights, because he works graveyards.

Also this car does not have automatic headlights.

Okay, which switch was replaced? The combination switch on the side of the steering column that you use for the flash-to-pass? Or the headlight on-off switch itself?

My first thought is that there is an intermittent break from a loose wire in the combo switch ground, or the switch itself . Any problems with turn signals when the lights won't come on?

Does the car have foglights, and if so, do they work? (A friends SHO had a bad foglight switch that caused similar symptoms.)
