I try not to get to focused on brands, but just good cars as well. I love plenty of GM products, and i'll have a few more in my life for sure, but I'm never going to say only GM, etc..
EDIT: But keep the Eagle for now, it can't be that hard to get it to pass, don't use any magic in a bottle, just some good tuning. Carb may need some readjustment though..

I talked to my teacher yesterday (he has a 65 Mustang Fastback with 500HP) and he said that one of the previous governors of this state made 0.5% the standard for ALL CARS, no matter when they were built

I hate saying this, but you failed right off the bat when you replaced that carb. W/O it, your O2 sensor is worthless.
If you love that Eagle, that carb needs to be replaced with the factory type. Do whatever you want to after it passes the test, but it MUST be factory spec for it pass emissions. That is, IF you keep your engine
There IS a loophole tuners like to exploit. You can take that AMC motor, toss it, and throw in the Chrysler/Jeep 4 liter. It'* a direct bolt-in. But in doing so, you MUST take ALL it'* emission equipment and fuel delivery with it. If you want to keep this Eagle on the road, it may be your only option, besides moving out of state.

I never replaced the carb, the second owner did (I'm the third owner of this one, second of the Kammback) I was thinking of dropping in a HiPo 4.0 from a Cherokee, but I don't have the money. I'll be trying to find an original carb for her, as well as a vacuum diagram
