Default how fast should my windshield wipers move?

my wipers are kinda slow i think and also if you lift them off the windshield they get faster. its a 89 gmc r3500

Well, naturally they will move faster because of no resistance........

It could be the blades themselves, but methinks that motor is getting old...

i just put new blades on it.it needed them anyways and i thought it might fix it but it didnt.i also checked all the linkage and its all good none of it is seized so i guess thats leaves the motor

Check the voltage going to the motor when the wipers are on high. If its less than battery voltage, then its not the motor.

Sometimes when the washer/wiper/cruise/high-beam/turn-signal/kitchen-sink stalk gets tired the wipers will run slowly.

just checked it and it shows battery voltage on the 2 end wires connected to the motor.
also in the attached pic is the wires that connect there sopposed to have any voltage also what is the bolt circle in red for
