Only if the water is deep enough to submerge the filter. Of course, by that point, your car is gonna be floating away...

That issue is almost entirely for ricers only, as they mount their filters low and up front like idiots.

Not a single FWI equipped car here has ever had an issue with water. In any climate or season.
