Well, it'* "siping" (no "y"), but yes, that'* what it is.

As for where to get a syringe, there are plastic, non-needle types (they just have a nozzle on the end) that pharmacies give out for dispensing liquid medicine to babies by simply squirting a measured amount into their mouths. You might be able to get one of those by schmoozing a pharmacist into giving you one (or just ask around any friends of yours who have little kids; they probably have a drawerful of the things). (Syringes, not kids...

)
