Most garages don't, but the one where I was an assistant manager at in Georgia, they did pre-fill them. I told them I had never seen anyone do that before and I thought I was the only one who did that. So few and far places do. This goes back to what Will harps on about friends/family recomendations for garages

never heard of pre filling the filter, but it makes sense. if i had it on a lift i would do it i supose. but never while layin on my back, thats just askin for oil down the arm!
