I'd build something in Excel or the program you mentioned. You seem to have some pretty specific needs.

Well I have visual studio installed and ready so most likely just gonna code something with a basic GUI that saves the data to a text file

There was a program called BrightCar Car Maintenance Software, not sure if it is what you want or not, it is a program you download and install, it was 39.99 though, free demo...

You'll probably be better off coding up something yourself, but if that program is still around it could save you time...
