Just a suggestion, to keep everyone happy, or at least try to, hehe.
Please make it at least size 9...shink the photo a little or I can do it for you without pixelation. (if thats a word)

Hans, my current sig pic is only 100px high, not 200.
And at 700 wide, you have to take into account the width of the sidebar and low-res formats. It causes some people to scroll.

Myself, I think the limit should be, something like 500x100 for a picture sig. Even at the maximum size of that, with lots of detail, the picture will be at most, a couple hundred kilobytes. People using dial up will still be able to load that one picture in seconds.
As for text, a few lines, even 4 or 5 wouldnt be so bad, as long as the font size isnt huge.
As for storage of all those pictures, lets say 1000 people, with 100KB signatures each, that equals 100MB. For storage, thats nothing.
As for loading times, lets say there are 20 people posting per page, each with a 100KB signature. Thats 2MB, even with 56K that would be a max of a few minutes.
As for text, a few lines, even 4 or 5 wouldnt be so bad, as long as the font size isnt huge.

IMO the biggest problem has always been the sigs with too much text
