Default boost guage is crazy -really!

My boost guage in my '95 has a mind of it'* own. It is all over the place, dancing, jumping, pegging full, then showing nothing at all. The car has been running so bad lately (not at all sometimes), that I haven't paid any attention to the SC. I finally got the car running with a new PCM and I would like to start addressing the SC. I just finished changing all the vacuum lines.
I have a question about the open vacuum nipple on the BCS.

I have seen that others have this with the sponge on it, (mine has rotted off). What is this for?

The car runs, but it really doesn't run that good. Not much power.
The actuator works, I applied vacuum and tested it. Looking at the BCS now.
Sorry about the large size of the picture- my editing software is on my other computer.

Default

the sponge is a little air filter, it is not necessary to be there.

take the vac line off the bottom of that actuator (round thing), and go for a drive to test it. don't run it like this for long periods.
