Default how to switch on the two light beside the license plate (fro

I have those two rounded lights beside my license plate on the front, but how can i put them on? only my normal headlights seem to work.
I have a 92 seei in the Netherlands

Look up inside the car by the map/dome lights, it is a little switch, flip it on, they should work, if not, the bulbs are blown.

There is also a fuse if they don't work. But the location is correct. Up above, just forward of the sunroof, on the same trim panel as the roof control switch.
