Default Fog Light woes

Greetings everybody. This is my first post, but I have been a reader for a few weeks now. I have a 1988 Bonneville LE. I just installed a pair of foglights. I grounded everything correctly and hooked everything up properly. The instructions told me to connect the red power wire to either a positive terminal in the fuse box or the battery. Well, the wire is too short to make it to the battery, so I plugged it in in the fuse box. Nothing worked. How do I know if the terminal is positive? Or, is there something I need to do differently for my car? Thanks for any replies, and let me know if you need any more info.
