Default Engine cooling fans wont kick on.

I have a 1993 ssei and i cannot get my cooling fans to kick on when my car gets up to temp. I have felt the upper radiator hose and it does get hot when the car gets up to temp. The only way i have ever gotten it to work is with the field service function of my scan tool. when i scan it it tells me that the coolant switch is off. i have already replaced the temp switch in the manifold under the tb. could this be a pcm problem. the i cant get the car to enter closed loop either. thanx. i have also checked for the reference signal to the sensor and it is getting voltage.

No i havent. exactly what does the fact that i can get the fans to turn on with the scan tool eliminate if anything? and where are the fan relays. i have already checked fuses number 4 and i think 15 in the right side fuse panel and either 5 or 6 in the pass side panel

If you can turn the cooling fans on with the scan tool, then the fan relays & related fuses are good. The scan tool forces the PCM to close in the grounds for the cooling fan relay coils to pick up the relays. Look at the engine coolant temperature input to the PCM, what is it indicating?
