94 SE Cooling fans wont run while plugged in

HELP!!! I have a 1994 Pontiac Bonneville SE with 151k

A few months ago I started having problems with the heater not working and the car not reaching operating temperature.
Ended up being a leaking hose coming from the intake.

Typically when a engine is not coming up to operating temp it a thermostat stuck open.
