Default '95 starting problem

I have a weird problem that started yesterday. I went to start my car and turned the key and nothing happened, I backed it off and turned again and it started right up. it'* since done that every time I've gone to start my car which has been twice. Is this a starter issue or an ignition issue?

Next time you anticipate this happening, pay attention to the security light. When you first turn the ignition to ON, is your security light flashing?

remove your battery cables....inspect them for corrosion....espically behind the boots....

security light not flashing, its like its a small delay and if i put the key in, wait a second then start it will start fine.
