The old p/n on the module is 16173860. Its not in my parts list or in GMPD'* catalog.
My blower isn't working at all, and it is getting 1.7 volts even when the ignition is off, so am I right in assuming its the BCM? Usually when those go bad the fan runs on high when the ignition is off. The programmer did not throw any codes.

I never did write down the new P/N. Dealer wanted $110 for it so i got one from the junkyard. Just for reference, the BCM CAN fail without making the blower run with the ignition off.
Edit:
Old P/N 16173860
New P/N 12368389

Yes that is true... The BCM( Blower Control Module ) can fail in either manner... Fan stuck on Hi, or not running at all...

Mine is stuck on 24 / 7 and is not any fun to plug it in every time you need A/C. Can anyone tell me where the BCM is located and what it looks like ? I have had three
different answers to this from dealers and Auto parts stores..
Thanks

If im not mistaken, it should be located underneath your maxifuse console under the hood. I saw Boost pull one out and in order to get to it, you need to remove the maxifuse panel to get to it.
It has a large alluminum heatsink on it and slides right into place.
