Default Odd powersteering problem.

So today I was driving from school and the whole trip my steering wheel felt like i was driving a volvo... in the sense that it had a little play at first and then it would be really hard to turn. Normally the steering feels very loose and easy to move. Another thing I noticed was the car felt like it was dragging at low speeds (was sitting in a jam because of an accident, and then this happened when I got off the highway and was city driving). Anyone know what I'm talking about?

As well, I don't have the "your car is deprived of powersteering fluid" sound when turning the wheel.
