Default Fan and heat trouble

Fan motor is pushing hard and I can hear it, but flow is cut by 2/3'*. I removed the cabin filter to see if it was blocking flow. While dirty it wasn't issue. Ran it on full with filter out and noticed floor vents had good flow. So what is keeping the top side from getting air? Where could there be blockage?

Also, there is no heat coming out. I can put fan on full and set thermostat on full heat and it will blow cold. I read about Equinox'* having an issue with the divertor failing. Does anyone know about this problem and does it happen on other models?

If the mode, recirc, and temp actuators are not working when commanded, then the first place I would be checking is J208, because all three actuators could have lost their ground....
